Light On Puzzle

The "Lights On Puzzle Game" consist of N by N grid of lights. When the game starts the random number of these lights are switched off. Pressing any of the lights will toggle it and adjacent lights. The goal is to switch all the lights on, preferably in as few button presses as possible.
